Constitutional systems of Eurasian countries 2102-SEA-M-D2SKPE
These meetings are intended to help students get to know and understand the essence of the political systems of Eurasian countries. The program provides for familiarizing students with issues specific to the systems of government of the Eurasian countries. In order to understand them, the systems of government of Eurasian countries will be based on the principle of the separation of powers, the typology of government systems, and models of government systems specific to modern countries (presidential, classical parliamentary-cabinet and its mutations, semi-presidential). The classes will analyze the political traditions of the political systems of the countries in the region (including the Soviet tradition) and the presence of the so-called model political institutions, typical of modern states. An important part of the subject is the presentation and explanation of the systemic identity of the key participants in the political relations of Eurasian states - the president, government, parliament, and the constitutional court. The procedure of their election (appointment), power succession, legal and "extra-legal" functions, principles of organization and work, operating procedures, responsibility, and mutual dependencies are analyzed. Apart from the normative analysis, the lecture also considers its application in the form of acts of applying the law and proves that in order to understand the political systems of Eurasian countries it is necessary to conduct an inextricable study of the acts of making and applying legal regulations.
