Learning outcomes
In terms of knowledge, the student knows how to:
-Ensure that public administration is adapted to its environment and be able to leverage pro-efficiency incentives from that environment.
Establish and continuously improve the relationship between the political and executive branches of public administration. Apply
knowledge regarding the creation of formal organizational structures. Be mindful of the vicious cycle of bureaucracy and evaluate organizational structures in terms of under- formalization, over-formalization, and the autonomy of objectives.
-Draw conclusions from the cultural determinants of the functioning and effectiveness of public administration, as well as European variations in this regard and the specific Polish context. Apply the principles of the European civil service.
-Apply the European model of public sector organizational improvement through self-assessment. Conduct periodic reviews of
the organization’s status: 1. Leadership, 2. Strategy and Planning, 3. Employees, 4. Partnerships and Resources, 5. Processes, 6. Results in Relations with Clients/Citizens, 7. Results in Relations with Employees, 8. Social Responsibility Results, 9. Key Results.
-Implement findings from research on the quality of governance (distribution of public services) and its impact on the socio-political
attitudes of the population. Establish measurement scales to analyze public expectations and improve the quality of governance in terms of inclusivity. Combating corruption and privileges: civil service
principles, application of anti-corruption regulations and practices established during the implementation of the European evaluation
model.
-Develop a realistic development strategy in accordance with statutory requirements. Apply recommendations from new trends in management: learning organizations and methods for adapting
leadership styles to the nature of the work and the characteristics of employees.
