Ukraine: Time of Changes 2102-0FA-UCPR-OG
1. Basic information concerning Ukraine: political system, structure and state of economy, regional, ethnic, language and religious divisions. Competitive visions of the past and identity dilemmas.
2. Accustoming of independence.
Beginning conditions of independence. Transformation of state structures. Economical crisis. Party structure. Security policy: relations with Russia and the West in first stage of independence. Degree of democratization. Summary of Leonid Krawczuk presidency.
3) early post-communist stabilization (1994-1998).
Economic reforms during the first Leonid Kuczma presidency. New constitution (1996). Crimea question - bilateral agreement with Russia (1997). Improvement of relations with the West. Oligarchies in economy - implications for politics.
4)Authoritarian consolidation and political crisis (1999-2004).
Leonid Kuczma's fight for the second cadency (1999) and new competencies (referendum 2000). Juszczenko's government (2000-2001). Crystallization of oligarchy-bureaucratic system and internal crisis (Gongadze's case). Protests, Juszczenko's dismissal, consolidation of non-communist opposition. Parliamentary elections 2002 and their consequences. Multi-vector policy.
5) Presidential elections 2004 and orange revolution.
Strategies of main actors. Essence of Majdan. Consequences for political system and social consciousness. Ukraine's geopolitical repositioning. Continuity and change in Ukrainian society attitudes toward EU and NATO.
6) Juszczenko's presidency in old institutional context. Orange government. The essence of political change in autumn 2005, public perception. Russian economic pressure. Summary of the first year of Juszczenko's rule.
7) Juszczenko's presidency and constitutional reform (January 1 2006). Results of parliamentary elections 2006. negotiations and new governing coalition. Fall of orange coalition concept. Anti-crisis coalition of Janukowycz. Uniwersał and National Agreement Government (08 - 10 2006).
8) Cohabitation
Old actors and new roles: president, prime minister, parliamentary opposition and constitutional reform. Formal, legal, political and personal dimension of conflict. Political interests and scenarios of constitutional system reform.
9) Political crisis 2007.
Crisis reasons: monopolization of executive and legislative power; opposition's charismatic leader ambitions; threat of president's elimination from the game. Analysis of each actor strategy. Scale of protest. Confrontations and negotiations of political elites.
10) Crisis consequences. Analysis of potential early parliamentary elections. Degree of constitutional, electoral and parliamentary system modification.
11. Regions of Ukraine: perspectives of identity evolution and common consciousness development.
