Surveys, experiments, interviews - studying the impact of public policies 4208-BEPP-OG
The workshop is intended to familiarize students with the role of evaluation at all stages of public intervention and to practice the skills of designing and conducting evaluation.
The topics discussed in class will include the following
(1) Public programs as theories - intervention logic.
(2) Types and functions of evaluation, its place in policy cycle – what types of studies when to conduct.
(3) Research questions and evaluation criteria, that is what are we really judging
(4) Deadweight, substitution, displacement effects – is what we observe an actual effect of program.
(5) Surveys as an example of quantitative method – preparing the questionnaire and conducting.
(6) Interviews as an example of qualitative method – preparing the protocol and conducting.
(7) Experiments & quasi-experiments – the strongest method of establishing program impact.

Students will be graded based on the results of the team and individual tasks conducted during the class.
