Digital Society and Research and Innovation Policies of the European Union 4003-203EPSCBN-K
The course will be run as a doscussion class (conversatorium) remaining in the close relationship with the lecture of this same title. The course will be run in the computer laboratory (two groups). Within a discussion class chosen topics presented during the lecture will be discussed and practised in more details. However, the emphasise will be on e-Government issues. The exploration and learning of these particular topic will be on the bases of the content of the official documents of the European Union, its Member States including Poland and on the bases of the available electronic sources (Internet sources). Each student will be obliged also to prepare a written paper of which a topic will be fixed during the class.
The main topics of the discussion class:
1.The scoap of the term and historical outline of the development of e-Government,
2.The role of information and communications technologies (ICT) serving e-Government.
3.The current stage of development of e-Governmrnt in the European Union,its Member States including Poland in the light of “Digital Agenda for Europe” and "Program Operacyjny - Polska Cyfrowa",
4. Strategies of building of e-Government systems (i.e. conditions, levels, components, difficulties, skills, public information, availability and safety of data, and so on).
5. The concept of Single European Market in the European Union and its impact on the functioning of e-Government.
6.Interoperability and safety of e-Government systems.
7. The role of the European standards,
7.Analysis of chosen e-Government systems and its components.

After completing the course Students:
KNOWLEDGE:
-deepened knowledge of the activity of the European Union,
- deepened knowledge of e-Government in the European Union, its Member States including Poland,
- deepened knowledge of the implementation of information and communications technologies (ICT) in e-Government,
- knowledge of organization and of the European Union as well as Polish requirements within the sphere of e-Government,
- deepened knowledge of chosen research methods and tools applied to describe the European structures and social processes related to e-Government.
SKILLS
- skilled in useing e-Government systems, of the European Union and its Member States including Poland as an employee and as a citizen.
SOCIAL COMPETENCES:
- capable in performing activities in the field of e-Government as an employee and as a citizen.
Assessment criteria
The discussion class (conversatorium) is run in the computer laboratory in two groups. The "pass" evaluation is a graded assignment. A grade is included to a mediane of the whole MA course. A student will be evaluated on the bases of his/her presence in the class which is compulsory, inclcuding his/her activity during classes on the bases of the subsequently recommended literature. Besises, a written paper will be required of which a title will be fixed during the class. The assessment of a paper will be on grade.
