The lecture aim is to show the financial system of local self-government in the context of the public finance. The Polish model is compared with solution adopted by other European countries. The main focus is on the budget as the chief financial instrument used by local self-government and prepared in compliance with specific rules and procedure. The budget comprises incomes and expenses, duly classified according to various criteria. Since tangible assets constitute the economic basis for the functioning of the local self-government, the lecture focuses on the analysis of restrictions to its business operations. Provision and management of municipal services remain the core activity of the local self-government. The experience of Polish and other European local governments in this area is analysed at length. The lecture also focuses on local and regional development and its key instruments including the development strategy, physical development plans, as well as long-term investment and financial planning.

Learning outcomes
After completing courses student gains knowledge of local finance and economy, can analyze local budget and model of municipal services and is able to assess usefulness of selected regional and local development instruments.
Assessment criteria
The basic criteria are: test of theoretical knowledge and ability of analyzing case study.
