The European Union's regional policy 4208-M3PRUE-OG
The lecture aims to familiarize students with the objectives, principles, methods of operation, instruments and effectiveness of European regional structural policy (with particular emphasis on the functioning of structural funds and the Cohesion Fund under Cohesion Policy. After the lecture, the student should understand the concepts and be able to use them in practice to explain phenomena and processes related to European regional policy. Classes will include defining the basic concepts and theoretical foundations of this policy. They will present its evolution against the background of European integration, the objectives and principles of this policy at European level and in Poland. Policy instruments will be analyzed ( Structural Funds, Cohesion Fund, Community Initiatives, Innovative Actions. The problem of utility, efficiency, effectiveness of policy: evaluation methods and research results will be addressed. Relations between regional policy will be discussed (as learning component of cohesion policy) and other European and national policies. The assumptions, goals and first effects of European cohesion policy (regional) in Poland will be discussed. The current dilemmas of this policy in the context of national and global problems, including recent reforms, will also be discussed.

Knowledge:
(1)Identifies the institutions and organisations implementing the European Union Regional Policy (K_W03); (2) Elaborates the rules of the European Union Regional Policy implementation (K_W03); (3) Specifies the evaluation criteria of European Union Regional Policy (K_W03); (4) Evaluates the effects of European Union Regional Policy (K_W03); (5) Characterises the stages of the European Union Regional Policy’s development (K_W07) (6) Elaborates the functional approach in the European Union development policy that combines the various stakeholders operating at different levels and in different sectors (K_W07).
Abilities and skills:
(1) Reproduces and analyses the logic of the evaluated interventions using the logic models (K_U01); (2) Identifies the needs of the knowledge related to the evaluated intervention (K_U01); (3) Combines the evaluation criteria with corresponding types of evaluation questions (K_U01); (4) Uses the basic tools of the analysis of the developmental intervention in the city or region (K_U01).
Social skills:
(1) Organises the group work by planning and distributing the tasks between the members of the team (K_K02); (2) Critically and constructively discusses the research results of the other teams (K_K02); (3) Can devise a basic plan of the evaluation study on the public intervention in the city or region (K_K08); (4) Chooses the adequate form of the presentation of the evaluation study’s results to its recipients (stakeholders) (K_K08).

Mark based on activity (25%) and exam (75%)
