Administration in the EU states 4003-201AWPUE
The course aims to present the models of administration in selected EU countries and comparative analysis of the solutions in terms of organization and competence. Students learn the basic concepts of public administration, as well as their tasks. Common grounds of the administrations in a range of states are discussed and details of the systems of the: English, French, German, Italian and Scandinavian systems are introduced. The role of the EU and the consequences for the administration raising form the cooperation within the EU are elaborated on as well as the model of European Union administration.

At the completion of the course the student:
regarding knowledge:
- Know the concepts, theories and methods related to the field of administration.
- Know the models of administration in selected EU countries.
- Know the organization and powers of administration in selected European countries.
- Knows the model of European Union administration.
regarding skills:
- Present a definition, functions and tasks of the public administration.
- Characterize the administrative models appearing in the EU.
- Analyse determinants of the shape of the system of administration in individual countries.
- Describe the differences between the institutional arrangements, competency and procedures in the administrations of EU Member States.
- Identify the main trends in the EU in the field of public administration.
- Refer to the experience of the national administration of the European Union.
- To provide a framework of EU law relating to public administration.
- Assess the impact of the European integration process on the administration systems of the Member States.
regarding competences:
- Understand the importance of public administration for the functioning of the state and the EU.
- Understand the division of competences in the administration.
Assessment criteria
Written examination.
