Urban Wars 3500-FAKM-WM
The New Urban Question" or "Urban Civil War" are concepts referring to the first effects of neoliberal policies pursued since the seventies. The city is a strategic object of contemporary public policies. Identification of conflicts and social problems in contemporary metropolises show the relationship between public policies and projects of social structure. All the ambiguities associated with politics have their origin in the seventies with gentrification, which means the displacement of the "unnecessary" working class in the city. As a result of these processes, behind which both public policies and the expansion of capital were behind, a post-industrial city was created. In the nineties, the "new dangerous class" became the popular classes, and after the financial crisis of 2008, the precariat. The acceleration of the privatization of the world has caused the criteria to distinguish peace from war to crumble, and public institutions are gradually being replaced by private enterprises (real estate, space, private security, paramilitary and criminal groups). The interbreeding, combating and rivalry of the influence of public institutions, private institutions, NGOs and communities based on ethnic identity creates a new political, social and economic space: internal cities, informal economy, militarization and securitization. The last part of the course will be devoted to the transformation of cities in connection with the climate crisis.
