1. Introduction. Different stages of economic integration. Common market v. Internal (Single) market
2. General principles of Internal market - differences between centralized and decentralized model. Negative v positive integration - harmonized v non-harmonized rules.
3. Free movement of goods in the EU. The notion of a good. The Internal and external dimensions of the free movement of goods.
4. Non-harmonized rules -treaty-based approach to the free movement of goods. Fiscal and non-fiscal barriers to trade. Mutual recognition principle. Notification procedure under directive 2015/1535.
5. Fiscal barriers to trade. Customs union and internal taxation rules.
6. Non-fiscal barriers to trade - art. 34 -35 TFEU. The notion of quantitative restriction and measure having equivalent to quantitative restriction. The role of the CJEU's caselaw in regulating the free movement of goods.
7. Derogations and justifications of barriers - art. 36 TFEU and mandatory requirements.
8. EU Competition policy
9. Harmonized rules. Sectoral approach. Health, safety, and environmental requirements.
10. Standardisation. Conformity assessment. Accreditation. CE marking.
11. EU Market Surveillance mechanisms.

Efekty kształcenia
LO 1 - The student knows and understands the basic processes and ideas relating to the development of the Customs Union and the evolution of the Single market of the EU in the contex of the free movement of goods (K_W04)
LO 2 - The student knows and understands the structure, competences, and functioning of the EU and its insititutions in the area of the Single market in goods and its influence on its Member states, as well as their mutual relations (K_W05)
LO 3 - The student knows and understands economic and social aspects of the free movement of goods in the Single market and the influence of the CJEU caselaw and European Comission's policies on economic and social policies of Member states (K_W08)
LO 4 - The student is able to identify and interpret scenarios of creation and implementation of public policies at theEU level and national levels. In particular student is able to analyze relevant CJEU's caselaw, together with EU's regulatory framework in the area of Single market in goods. (K_U10).
LO 5 - The student is able to work independently and in a group. Student is able to organise his/hers learning processes and devlop organisational skills. The student is able to complement acquired knowledge in the field of Single market in goods in the interdisciplinary dimension, taking into account legal, social and economic factors (K_U11).
LO6 - The student is ready to represent in the institutional way, diverse interest groups (like legislators, entrepreneurs, policymakers) in the area of free movement of goods, taking into consideration of political, economic, and legal aspects of given initiatives falling under the Customs Union, New Legisative Framework mechanisms, Non-tarrif barriers to trade and Competition policy(K_K05).
