It is the broadest element of the common good. It is a natural space in which man lives. This applies to all people and the entire globe. In the perspective of the security of citizens (Article 5) and the obligation of solidarity with others (introduction to the Constitution), it is not without significance whether the modern generation - by increasing claims - does not live on credit (not only in the financial sense) of the next one, consuming over the earth's resources.
The Constitution expresses the protection of the natural environment as a constitutional principle of the state (Article 5). It is the responsibility of public authorities (Article 74(2)). In turn, Art. 68 sec. 4 obliges public authorities to prevent the negative health effects of environmental degradation.
