The EU in a system of international security 2105-M-D1UEBM
The classes begin with an analysis of the situation in Europe after the end of World War II and a discussion of the following attempts to establish a European Defence Community. The contribution of the signing of the Treaties establishing the European Communities to the building of security in Europe is also being sketched out. A dialogue is also presented in the smooth establishment of the European Political Community and subsequently of European Political Cooperation. Against the background of emerging communities and political dialogue, the importance of the establishment of the Western/Western European Union is shown. The common foreign and security policy is further shown: its treaty authority (the provisions of the Maastricht Treaty are discussed more broadly), the instruments and methods of action. Subsequently, the changes to the CFSP are followed with the entry into force of the Treaties of Amsterdam, Nice and Lisbon. Special attention is given to the discussion of the Petersberg missions and the European Security and Defence Policy. The EU's military and civilian capabilities to implement its policies are also presented. Particular attention is given to the analysis of the EU Security Strategy. The ways in which other policies (notably enlargement, migration) can be used to implement the security strategy and the institution of the Special Representative are approached.
After the part devoted to the development of policies and instruments of influence of the European Communities/European Union in the field of security, attention turns to the practical dimension, i. e. the activities of the Union and its states beyond its borders. Operations in Bosnia, Kosovo and Afghanistan are discussed, in which the EU's participation is shown in the context of the host country's needs and the activities of other international organisations and non-EU states.

Upon completion of the course, the student will be able to:
-know the history of the development of initiatives connected with the scope of security in the European Communities/European Union;
- know the instruments of EU influence in situations which threaten security in Europe;
- be able to analyse the most important processes and historical phenomena conditioning European integration processes in the political-defensive sphere and place them in the overall integration within the European Union;
- be able to determine and interpret the basic determinants, mechanisms and objectives of the functioning of EU foreign and security policy in the context of both the internal situation within the European Union and the international arena
