Political and legal framework of urban development 1900-SM-1-23
Contemporary cities are political communities with a considerable degree of local autonomy. A large part of the rules of urban politics is determined by the institutional architecture of local government system and the degree of decentralization. This course focuses on the institutional (political and legal) framework in which are embedded: local elected authorities, local administration and organized citizens.
The detailed list of topics covered:
(1) City as a unit of local government – local self-government in contemporary democracies
(2) Political power in selected theories of urban politics
(3) Patterns of decentralization in Poland and selected European countries – local autonomy and its dimensions
(4) Horizontal power relations in urban governments
(5) City as a (small-scale) representative democracy – local elections and political representation
(6) Budgets and public finance – patterns of fiscal policy in cities
(7) Cities in the networks of collaboration
(8) Institutionalization of the metropolitan governance
(9) Models of strategic management in cities and metropolitan areas
