Content of lectures:
1. 1. Public administration - general issues. Administration as an organization and as an activity. Negative and positive definitions of public administration. Specific features of public administration (according to Max Weber). Constitutional conditions of public administration. The subsidiarity principle. The principle of reliable and efficient administration. Principle of a democratic state ruled by law.
2. Administrative law - general issues. Sources of Administrative Law. The concept of public law, administrative law, administrative and legal relations. Administrative type of application of the law.
3. Administrative authority. Sanctions in administrative law. Public Subject Rights. Liability in administrative law.
4. Territorial divisions.
5. Administrative apparatus. Bonds within public administration. Management, supervision, control, cooperation. Concentration and distraction. Centralization and decentralization.
6. Administration body.
7. Local governments.
8. Administrative department.
9. Central administration.
10. Local government administration. Administration fusion.
11. Local government.

Learning outcomes
By participating in lectures, the student broadens his knowledge of the organization of public administration in Poland. Is able to distinguish between administration activities regulated by administrative law and activities regulated by civil law. He understands the mechanisms of functioning of public administration and the mechanisms of applying administrative law. Is able to critically assess information on public administration.
Assessment criteria
The lecture ends with an exam. The exam is carried out in writing. The basis of assessment is substantive correctness, completeness, consistency and ordering of answers.
The grade for the exam is 100% of the grade for the subject.
