Polish investment and construction process 1600-SZD-SPEC-PIB-PR
The course introduces the issues of the investment and construction process in Poland, analysing its individual civil-legal and administrative-legal stages. These include: preparing real estate for an investment, the construction process, and performing construction work. The following issues will be discussed within the framework of preparing a real estate for an investment: environmental aspects of implementing an investment (assessment of the impact of an undertaking on the environment, decision on environmental conditions of implementing an undertaking, public participation in environmental protection) and the possibilities of developing a real estate in terms of spatial planning (study of the conditions and directions of spatial development of a municipality / general plan, local spatial development plan, decision on the location of a public purpose investment, decision on development conditions). The construction process will include the following issues: preparation of the investment project (design work agreement and author's supervision), decision on the construction permit (introductory issues, basic concepts of construction law, construction authorities, participants in the construction process, commencement of construction works: division of works, phased permit, application, construction project, parties to the proceedings, prerequisites for issuing the decision, replacement permit, expiry of the decision, transfer of the decision, carrying out of construction works), notification of construction works, completion of construction works (occupancy permit, notification). The construction phase will consist of the following issues: removal of trees or bushes from the property, the construction contract.

And others: Knowledge: The participant has an in-depth knowledge of the conduct of the investment-construction process in Poland, both in terms of administrative law, civil law and administrative procedure. He/she knows which legal institutions, activities make up its various stages: preparation of real estate for investment, construction process, execution of construction works. Skills: The participant is able to select an appropriate model of procedure for a construction project, knows which activities are regulated by environmental law, planning and spatial development law and construction law.
Assessment criteria
Description of requirements related to participation in classes, including the
permitted number of explained absences: 6 hours for 20 hours of classes
Principles for passing the classes and the subject (including resit session): Students will be assessed on the basis of attendance in class, activity in discussions, written assessment in the form of a test.
Methods for the verification of learning outcomes: Written assessment in the form of a test
