Governing Europe 2200-1I117-ERA
The aim of the course is to focus upon the functioning of the European Union within the multidimensional perspective. Firstly, the analysis would be based upon legal, institutional and procedural foundations (law in books) and be complemented with research aimed at examination of efficiency of the normative framework (law in action). In particular, the recently announced (September 2024) report “The future of European competitiveness” (the so-called Draghi Report) would be examined.
Secondly, the course would elaborate also upon philosophical questions concerning the requirements of good governance: are those connected to economic achievements, social cohesion, environment protection, peace and well-being of peoples? What is the relationship between the values and governance? What is the role of law (and soft law) within governance process? What are the present challenges of good governance in Europe?
Thridly, the goal would be to focus upon those questions within the European political milieu. How to evaluate the political programmes of the European Commission, presided by Ursula von der Leyen (2019-2024), and the Commissions within historical perspective? Were those programmes conducive to the implementation of good governance? What should be the priorities of the new European Commission (2024-2029)?
The course may be treated as one of the three interrelated European courses – dealing with institutions (European Institutional Law), market (European Substantive Law) and governance (Governing Europe).
