Social and Public Policy is a unique 3-year undergraduate degree program designed for students who want to make a real impact in the world. Taught entirely in English, this full-time, fee-paying program is perfect for creative, motivated individuals who thrive in a multicultural environment.

Throughout the six semesters, students will engage in over 20 courses and a diploma seminar to prepare for their bachelor thesis and individual focus. The first two semesters introduce the major concepts and theories of social and public policies, while the remaining semesters focus on designing, implementing, and evaluating policies related to social and public issues.

What sets the Social and Public Policy program apart is its interdisciplinary approach, exposing students not only to social and public policy but also to diverse fields such as law, economics, history, and culture. The University's prime location grants students access to an array of academic and extracurricular activities, including captivating open lectures by distinguished professors from all corners of the globe. Moreover, students are strongly encouraged to participate in the Erasmus+ Programme, offering them a wide perspective on social and public issues through a semester abroad.

Program students can use the opportunity to apply for the Dual Diploma Program with the Hong Kong Polytechnic University (PolyU). Upon acceptance, they will begin studying for their Bachelor of Arts (Honours) in Social Policy and Social Entrepreneurship program at PolyU. This unique program enables students to earn diplomas from both the University of Warsaw and PolyU. Students who qualify for our Dual Degree Program will receive a scholarship from PolyU during their stay in Hong Kong.

Upon completion of this program, graduates will possess the necessary skills and knowledge to embark on diverse career paths in both the public and private sectors, as well as in non-governmental and international organizations. They will develop a profound understanding of social and public policy and will be well-prepared to pursue roles in public policy analysis, public administration, community development, education, and healthcare.

Learning outcomes

Knowledge: the graduate knows and understands
- at the advanced level – the characteristics of political science and public administration, especially the sub disciplines of social policy and public policy against the background of social sciences;
- at the advanced level – methods of collecting, analysing and interpreting quantitative and qualitative data used in the process of designing and analysing political processes;
- at the advanced level – the course of the political process at various institutional levels, including in particular in the field of diagnosing needs and resources, planning, implementing and evaluating social programs;
- social, political, economic and cultural determinants of the course of the political process, including in their historical underpinnings and in international as well as comparative aspects
- at the advanced level – how social and political institutions operate in specific areas of social and public policy, with particular emphasis on: education, public health, social assistance, housing, labour market, social security, family policy, migration and integration policy;
- at the advanced level – selected theories which conceptualize the relationship between politics and policy and the elements of the political process - especially those which are relevant for social policy and public policy;
- principles and importance of entrepreneurship, including social entrepreneurship in social and public policy;
- ethical norms of scientific practice in the field of social policy and public policy;
- concepts and principles in the field of intellectual rights’ protection and copyright.

Skills: the graduate is able to
- design and carry out a complex social research project, especially focused on social diagnosis; select appropriate advanced tools and methods, including analytical ones, for research questions and collected data, and justify the choices made;
- plan and present to the audience an innovative social project and indicate the factors necessary for its implementation, also in changing conditions;
- precisely identify the economic, social, economic and cultural determinants of specific social phenomena and apply approaches and theories in interpreting the relationships between phenomena;
- design, in team and cooperate on a complex study focused on assessing the relevance, effectiveness and efficiency of the social program and collect and use data for this purpose, including - using modern IT tools;
- at advanced level indicate the connections between the normative assumptions and the proposed practical solutions in the field of social and public policy;
- prepare and present a written and oral presentation presenting a selected social problem, including a complex and unusual problem, and propose solutions to it and justify tchem;
- plan the course of one's own professional career, including lifelong learning and recognizing the competences needed to work in specific professions in the field of social policy and public policy;
- use a foreign language other than English at A1 level;
- use English language at C1 level.

Social competences: the graduate is ready to
- communicate in efficient way the goals and methods of activities in the field of social and public policy, in particular using substantive argumentation relating to scientific knowledge;
- plan and organize their work in the structures of larger teams - especially those carrying out complex research and implementation-focused tasks which operate in an international and intercultural context, and critically assess and take responsibility for the effects of this work, including for the social environment;
- critically assess available information, including identification of disinformation, propaganda and hate speech in the public debate;
- comply with ethical principles in professional life, including taking action against discrimination and social exclusion.
