Public policies in Poland 4100-IIIMPPWPL
The class develops students' skills in analyzing selected sectoral and horizontal public policies implemented in Poland. After completing the course, students should indicate in detail the criteria for evaluating public interventions undertaken at different levels of government. As a result of the course, students can distinguish the stages of public policies and know the problems associated with their implementation. Students learn the planning and implementation methods of public policies and are familiar with the methodological paradigms for studying them. The course will detail the entities and instruments related to implementing public policies in the educational system. The classes address the issue of the functioning of public sector entities in Poland. Students, as a result of the classes, will distinguish between types of public administration in Poland, with particular emphasis on the administration that provides (delivers public goods).

Learning outcomes
Upon completion of the course, the student:
- understands the concepts necessary to analyze public policies using heuristic models (policy cycle) and typologies of public policies (S_W02);
- knows the models of educational policies implemented in modern countries, taking into account the instruments used in the areas of management of academic institutions, educational financing, and curriculum definition (S_W03, S_W04);
- can search, analyze, evaluate, select, and use quantitative data collected within the system of public statistics to evaluate public policies implemented in Poland (S_U01);
- can independently plan and carry out, including with the use of information and communication techniques, projects related to the diagnosis of the strengths and weaknesses of teaching at the level of the educational institution and the entire education system, as well as formulate proposals for necessary changes and reforms (S_U02, S_U03);
- can perform tasks related to education using digital tools and methods of remote communication and various media;
- can apply digital tools, including databases, to evaluate specific public interventions (S_UO5);
- is ready to work as part of a team to solve selected public problems, with particular emphasis on activities undertaken to develop education (S_K04).
Assessment criteria
Attendance at classes and active participation are crucial prerequisites for passing the course. While two absences during the semester are allowed, exceeding this limit will require the class to be passed on call. Absence from more than half of the meetings will fail to pass the class.
The basis of the student's evaluation is:
- activity in class (20% of the total grade);
- preparation of assumptions for analyzing selected public policy (written group work - 30% of the total assessment).
