Digital Society and e-Government in the European Union 4003-EU-L24-SCUE
ATTENTION: The seminar will be held in the lecture hall with support on the UW Campus platform.
The classes are conducted in the form of a seminar. Within this framework, students will learn about the structure and functioning of e-Administration systems in Poland and the European Union against the backdrop of information society and digital policy in the European Union and Poland.
In addition to analyzing the general assumptions of the European Union and Poland in the area of e-Administration, the classes will focus on practical learning about the structure and principles of operation of these systems, the technologies used there, and the requirements imposed on them.
These include, among others, the following issues:
1. Information society and digital policy in the European Union and in Poland.
2. The role of eAadministration in the information society and digital policy in the European Union and in Poland.
3. e-Government vis-a-vis e-Governance.
4. Access to public information in the European Union and in Poland and the principles of reusing public sector information.
5. Electronic public sector services and public administration service platforms.
6. Electronic identification of citizens.
7. Personal data protection.
8. E-participation, e-democracy, and e-voting.
9. Interoperability of e-Administration systems in the European Union and in Poland.
10. Cybersecurity.
11. Sources of information on the effectiveness of e-Administration systems in Poland, the European Union, and worldwide.
12. Selected new ICT technologies used in electronic public administration systems.

Learning outcomes
After completing the course students:
K_W01 - The student has fundamental knowledge of information and digital society policy in the European Union and in Poland, with particular emphasis on e-Administration, its structure, functioning, and the technologies used in it.
K_U09 - The student is able to use Polish and EU e-Administration systems, recognizes the digital platforms on which such systems are based, can explain the functions of their individual elements and how they work through a presentation, and creatively suggest optimal solutions for these systems.
Assessment criteria
The course credit for the level will be granted based on attendance, which is mandatory, participation in class, and the completion/presentation of the final assignment.
One test for a grade is possible during the course.
