Terrorism and security regulations in EU policies 3401-KR2-1TBUEd
During the course, we discuss normative solutions related to the need to ensure security and order in the EU, as well as various phenomena that may pose a threat to order or security in the EU.
At the beginning of the course, we analyze phenomena perceived by Europeans themselves as a potential threat to order or security in the EU (based on opinion polls).
Later in the course, we discuss situations that allow the free movement of people to be restricted due to a threat to public order, safety or health.
Then we analyze the conditions enabling a third-country national to enter the EU and leave the territory of the Community, with particular emphasis on the issue of threats to the order or security of a Member State.
In this part of the course, we also discuss the various technical solutions implemented by the EU to ensure better control of third-country nationals wishing to cross the EU's external border (e.g. ETIAS, EES, SIS II). Then we discuss the rules and procedures for reintroducing border control at the EU's internal borders due to a serious threat to public order or the internal security of a Member State. Then, we analyze the role of various EU agencies, especially Frontex, in EU activities aimed at ensuring an integrated system of external border management and security in this area.
Then we analyze the trends and changes in the field of migration flows in recent years, with particular emphasis on the principle of solidarity and responsibility in the field of EU migration policy. In the last part of the course, we discuss the situation related to the terrorist threat in the EU and the EU's counter-terrorism strategy.

Student:
1. can indicate which phenomena, in the opinion of Europeans, constitute a threat to security and order in the EU
2. can discuss the criteria for restricting the free movement of people
3. can critically analyze the possible consequences of the reintroduction of border control at the internal borders of the EU
4. understands the need to rationally use the possibility of introducing solutions restricting the free movement of people
5. is able to indicate and discuss the conditions enabling a third-country national to enter or leave the territory of the EU
6. recognizes and understands the need for integrated management of the external borders in order to ensure order and security within the EU
7. is able to perceive and assess the importance of the principle of solidarity and the principle of responsibility in the development and implementation of the migration and asylum policy
8. can discuss the most important assumptions of the EU strategy in the field of combating terrorism
9. understands the need to conduct regular risk assessments and the EU's ability to counter serious threats to order and security, including terrorism
