In the process of teaching the student will be introduced to the general issues concerning the policies and strategies to promote democratic values in the field of media. The scope of the course covers the issues of the several international organizations and other bodies activities and regulations in area of media and information space at the global and regional levels, especially at the European level in order to adapt national media policies to EU law and Council of Europe regulations and standards.
The lecture will present key objectives of media policies: a) guarantees and protection of freedom of expression and information and media freedom; b) building an international communication order; c) promotion pluralism of the media and in the media; d) the protection of the culture and heritage of Europe; e) countering illegal content, f.e. hate speech, fake news and disinformation; f) policy toward monopolies and concentration in media;
In particular, in the course of the lectures will address the following issues:
- Objectives and instruments of the media policies
- Important documents of the U.N., Council of Europe, European Union and others in the field of media (directives, communications, resolutions)
- European and national policies in media sectors (audiovisual, press, internet)
- Problems of media freedom, pluralism and threats to the development of the media industry
- The problems of the media pluralism (external, internal) and transparency of ownership in the context of global market
- Programs and regulations promoting media literacy and inclusiveness - Promoting of freedom and independence of journalism (supporting editorial autonomy and investigative journalism) - Monitoring of media freedom and pluralism (media freedom indexes, whistleblowing platforms, monitoring of the media in the elections processes).

After completing the course, students:
KNOWLEDGE:
The student has knowledge of the role of key international and regional organizations, and other important bodies (NGOs, national authorities) in the area of media and communication policy, including the specific knowledge in: regulations and standards of the communication market at the global, European and national levels.
Skills:
- Recognizes the most important organizations and institutions in media policies processes (f.e. regulators of the media markets, whistletc.)
- Analyzes the phenomenon of media globalization and concentration in the media sectors, legal framework and freedom of the media restrictions
- instruments of the promotion and support media freedom and pluralism
- EU`s and CoE acitivities in enhancing the European audiovisual sector, culture and heritage.
OTHER COMPETENCES:
Student has skills in the area of programs supporting culture and heritage in the media sector, and media literacy as well.
Assessment criteria
Exam test covers the knowledge gained while participating in lectures. Minimum 60% correct answers allow to pass
