The following topics are covered in the lecture:
1. Mission in public administration
2. Conceptual framework of public administration
3. Principles of public administration
4. Legal foundations of public administration
5. Structures of public administration (central and local government)
6. Forms and methods of public administration
7. Contemporary oversight in public administration (internal and external)
8. The role of the judiciary in the functioning of public administration
9. The right to good administration
10. Responsive public administration (citizen engagement with public administration)
The seminar addresses these issues, with particular emphasis on the following elements:
1. The structure of the executive branch of public administration:
a. Central government
b. Local government
c. Local government in the municipality
d. Local government in the county
e. Local government in a province
f. Other administrative entities, including administrative agencies
2. Description of the legal forms and methods of administrative action through a presentation of the basic issues of administrative proceedings, in particular covering:
a. Scope of application of the Code of Administrative Procedure. General principles of administrative proceedings
b. Participants in administrative proceedings
c. Stages of administrative proceedings and procedural actions during the proceedings
d. The decision as a form of resolution of an administrative case. Ruling. Settlements in administrative proceedings
e. Review of decisions within and outside the appellate process. Appeal, complaint, extraordinary remedies.
3. Issues concerning:
a. Complaint, application, and petition proceedings
b. Proceedings regarding the issuance of certificates
c. The course of enforcement proceedings in public administration

Upon completion of the course:
1. The student knows and understands research methodology and terminology in the field of legal studies (K_W01)
2. The student has an advanced knowledge and understanding of the principles, procedures, and practices of public administration, its key functions, and its relationship with the surrounding environment (K_W02)
3. The student has an advanced knowledge and understanding of the legal regulations governing the functioning of public administration (K_W04)
4. The student knows and understands technological, social, political, legal, economic, and environmental processes and phenomena, including the fundamental dilemmas of modern civilization and their impact on the functioning of public administration (K_W05)
5. The student is able to correctly interpret technological, social, political, legal, economic, and environmental processes and phenomena and their impact on the functioning of public administration (K-U02)
6. The student is able to plan and organize their own work and teamwork (K-U07)
7. The student has the ability to engage in self-directed learning and to enhance their acquired qualifications (K-U08)
8. Students are prepared to evaluate and critically assess situations and phenomena related to the functioning of public administration (K_K01)
9. The student is prepared to adhere to and enforce ethical standards and to uphold the professional ethos in public administration (K_K05).
Assessment criteria
Exam: test (multiple-choice questions) – 90–100%. Possible bonus for seminar grade: 0–10% (0% for grades up to and including 3.5; up to 10% for grades 4, 4.5, and 5)
Seminar: multiple-choice test (0–100%), presentations of administrative decision projects (0–100%)
