Public Administration 2600-BM-PUBADM
The class is devoted to presenting comprehensive, basic information on the functioning and organization of public administration, using the latest achievements of modern science, and first of all, public management sciences, legal sciences and economic sciences.
First of all, the subject of the course is the mission of public administration, i.e. its basic, leading task, which is nowadays commonly considered to be the satisfaction of the collective needs of the people, with simultaneous, maximum respect for their individual interests. In accordance with the assumptions of the principle of subsidiarity, in modern democratic states, the task of the state acting through public administration is to provide the entire society and local communities with what is necessary for a dignified life at the typical level of civilization in our cultural circle, and what cannot be provided effectively and under conditions of universal accessibility using the mechanisms of the market economy. This involves not only the protection of public order and security, the traditional task of public administration, but also providing access to socially useful services, such as health care.
Then the subject of the class is the role of law in public administration, historically and in contemporary terms, taking into account countries with different regimes - democratic or otherwise. The class shows that nowadays in democratic states, public administration in relations with people can act only on the basis of the law and within the limits set by this law. The law in question is universally binding law. The difference between the legal situation of the state and its organs, on the one hand, and people and their private organizations, on the other, is emphasized. A person is free and can do anything that the law does not expressly forbid. The state, on the other hand, can only do what is explicitly assigned to it.
Another subject is the organization of public administration, taking into account general theoretical issues and the organization of public administration in Poland as a representative example, presented against the background of solutions used in other countries. The subject is described in terms of the various organizational forms of public administration entities and the types of relations between them. The importance of including the political and professional factor in public administration is also noted. The description of the system of Polish administration includes both centralized government administration and decentralized local government administration, emphasizing their specificity, resulting from the differences in the tasks performed and, above all, their scope - nationwide in the case of government administration, and local or regional in the case of local government administration.
The last of the issues discussed is the efficient handling of individual cases of citizens, which is achieved through the proper organization of administrative proceedings

Assessment criteria
Components of the final assessment:
1. A short closed test at the beginning and/or end of each class (except for the first and last classes) to check basic preparation for the class and/or focus during the class: 20%
2. Continuous assessment through tasks completed during classes; the tasks serve to test knowledge and develop the ability to use it to solve practical problems; the tasks include, among others, case studies (legal cases); the tasks are completed on the Kampus platform: 50%
3. Final closed test on the Kampus platform (the test is taken in the classroom – remote work is not allowed) covering theoretical knowledge and case study questions: 30%

0-49.99%: grade 2
50-59.99%: grade 3
60-69.99%: grade 3.5
70-79.99%: grade 4
80-89.99%: grade 4.5
90-94.99: grade 5
95-100%: rating 5!
