Local Finance- theory and practice 2400-ZZSM082
During the first part of the course basic information on local government will be presented, the basis of theory and practice of different countries. On this basis, students will choose the initial subject area of their work. The following topics are suggested (it is an open list, and it is only examples of possible areas of work):
• Comparison of the operation and / or financing of local government units in selected countries
• Taxes (subsidies, subsidies) as income of local government units - theory and practice of application
• Decentralization in Poland, assumptions and effects of reforms
• Financial market instruments used by local governments
• Regional / local development factors. Local government role in this development
• Local-government as provider public services (education, health care, safety, plumbing services), financing, management
2)Presentation of technical aspects related to the writing and the shape of the thesis.
3) In the second part of the course, students will receive information about the literature necessary for the analysis of selected topics

Learning outcomes
After completing the course the student has an extended knowledge of the subject of his thesis, structures and social institutions, including norms and legal rules. Student can use methods of analysis in micro-data-based research, has an extended knowledge of statistical packages enabling both preparing the collections and their analysis. The student knows and understands the basic principles of copyright law
The student can interpret and explain phenomena she/he describes in the thesis, he can also analyze their causes and course. Uses theoretical knowledge for this description and the right methods. The student can work on the work and theoretical and practical problems related to this task. Thanks to this, she/he has the skills to gain knowledge, its proper use, and presenting in the form of oral or written
The student understands the need to gain and supplement knowledge. The student can determine the priorities of her/his work.

Preparation of the next stages of the master’s thesis under the individual plan adopted. Presentations in class
