Learning outcomes
To pass the course, a student must:
Master the basic concepts of public finance. Understand and define the functions of the public sector. Identify the entities within the public finance sector in Poland. Understand the fundamentals of the social security, education, and healthcare systems in Poland. Explain the reasons for the decentralization of public finances. Describe the structure, key tasks, and sources of funding for Polish local governments. Understand the causes and effects of budget deficits and public debt, as well as the Polish regulations that govern these issues. Analyze the information presented in state and local government budgets. Evaluate the advantages and disadvantages of various budgeting methods. Comprehend the concept and forms of Public-Private Partnerships (PPP).
Assessment criteria
The basis for the credit is the average of partial tests (3-4 per semester) (40%),
Presentation (40%),
Press review (10%),
preparation in the form of a reading card and discussion of selected scientific articles (10%)
