1. Introduction to project management: the idea of project, project management methodologies, definition of project (operation) in EU law.
2. Genesis and evolution of cohesion policy; its legal basis in the European treaties basis; sources of EU law in the area of cohesion policy.
3. Strategic framework for the implementation of cohesion policy: Europe 2020 and Polish strategic documents.
4. General principles of cohesion policy; programming: structure of programming documents as defined by EU law and detailed description of priority axes.
5. The concept of the operating program implementation system; elements of the implementation system, including the role of the legal regulations and guidelines published by the minister of development.
6. The structure of the institutional system of cohesion policy implementation; functions of particular institutions.
7. Procedures ruling the selection of projects; the role of administrative court judgements.
8. Life cycle of a project financed from EU funds; logical framework approach;
9. Ex ante project evaluation; application for funding and attachments to the application; structure and individual elements of the feasibility study.
10. Financial and economic analysis of the project; forecasting of cash flows; calculation of basic indicators (NPV, IRR, ENPV, EIRR).
11. Contract for co-financing - analysis of clauses commonly used in contract templates.
12. Rules of eligibility of expenditure / costs; financial settlement of projects (4 hours).

Learning outcomes
1. understands the legal and economic environment of cohesion policy;
2. recognizes the links between strategic programming documents in the EU and in Poland;
3. knows the rules governing the cohesion policy, the hierarchy of program documents and understands various elements of content of these documents;
4. knows the structure of the institutional system of cohesion policy implementation in Poland, knows and understands the functions of particular institutions;
5. describes the various stages of project selection;
6. knows the idea of financial and economic analysis, can calculate basic indicators;
7. can interpret the provisions of the contract for co-financing in the context of the law governing the implementation of cohesion policy and general contract law;
8. evaluates the eligibility of individual items of expenditure; can apply rules for simplified accounting.
