Models and concepts of local government
1. The concept and scope of activity of local government and local authority. Local government in the system of public authorities. Self-government and the concept of local government: local and non-local self-government.
2. Evolution of the concept of local government: local government and the state, local government and the government and executive power. The shape and scope of local government: introductory issues.
3. Basic concepts of local government and local self-government: local government and decentralization, local government and autonomy. Local government as a legal and social concept. Local government and issues of the economy, including public economy. Finance and municipal economy.
4. Traditions of local government in Poland: theory of local government in Polish territories and European concepts of local government.
5. European and non-European concepts and models of local government.
6. The shape and scope of local government (continued): naturalistic and state concept of local government, their resultants and main representatives. The Second Polish Republic as a period of implementation of the concept of local government schools and their reception in the Polish legal system.
7. Local government in Poland:
a) development of the principles of local government,
b) local government of the Second Polish Republic,
c) totalitarian system and local government, 1944/1950-1990,
d) local government in the Third Polish Republic, from December 1989.

KNOWLEDGE
1. Knowledge of the basic directions of contemporary thinking about local society, in the context of Polish and foreign legal regulations (models of local government in the light of law) and the philosophy of state and law, also referred to as the philosophy of local communities, recently also the mechanisms of "good governance". The subject shows the contemporary institutional consequences of local government and local authorities, developing the content presented more broadly in classes on administrative law, public law, elements of private law and theory (philosophy) of law.
2. Knowledge of the basic categories for European, American and Polish local government, their sources of law, values, principles and laws important for the functioning of contemporary societies and nations.

3. Orientation in the legal and social issues of local government.
4. Interpreting normative acts, court decisions, local government institutions and being able to indicate their consequences.
5. Ability to justify one's opinion in a discussion and build arguments using a conceptual framework from the scope of public law, philosophy of law, history of law and history of political and legal doctrines with elements of political science.
6. Understanding the functioning of local government and the influence of historical ideas on contemporary law and politics.

Assessment criteria
The form of passing the classes is based on the assessment of knowledge acquired by students during classes and activities. As a rule, the assessment is based on a written test containing 5 general questions, of which 4 remain to be chosen.
The assessment will assess knowledge of issues discussed during classes and, as a rule, mainly present in the basic textbook.
