1-2. History of EU relations with the Middle East (ME, MENA - Middle East and North Africa) and Sub-Saharan Africa (SSA)
3. Outline of the EU's policy towards MENA and SSA (EU Mediterranean Policy - Barcelona Process, Union for the Mediterranean, European Neighborhood Policy; Cotonou Agreement, Joint EU-Africa Strategy, EU-AU Summits)

Policy towards Africa (SSA):
Determinants of the EU policy towards the countries of Sub-Saharan Africa
Instruments of the EU policy towards SSA and the means of its implementation:
• Development policy (the European Development Fund, the European Community budget, the European Investment Bank, the main priorities of EU development aid, the role of non-state actors in the implementation of development policy) and instruments for strengthening democracy and respecting human rights
• Migration policy
• Military missions and instruments of cooperation for peace and security in Africa
• EU trade policy towards Africa
• Sanctions
Relations with individual African countries and organizations and the greatest challenges for EU cooperation with SSA

- the student identifies the determinants of EU policy at an in-depth level, both internal and external, political, economic, social, and in the area of broadly understood security
- the student indicates its goals,
- the student identifies and predicts decision-making processes,
- the student analyzes the available tools and limitations of policy effectiveness in greater depth,
- the student draws conclusions and communicates them clearly in written and oral form
Social competences: the graduate recognizes the importance of knowledge about regional and global studies in solving related problems;
seeks and seeks opinions from experts when it is difficult to solve these problems on their own; initiates activities to implement the public interest in designing development strategies and development assistance in relation to the regions of Asia, the Americas, Africa and the Middle East
Assessment criteria
Class attendance – a grading criterion (2 unexcused absences allowed; make-up work possible via an additional in-class presentation)
Class participation – 30% of the grade
Presentation of a selected case study (20 min.) – 30%
Case study essay, 1,000–2,000 words (including a bibliography that references the original text of at least one EU document) – 40%
Use of AI: prohibited for both the presentation and the essay. Detection of AI usage results in failing the seminar. Scale 1 Uchwała RD nr 29/2025
