Economic and employment policy 2103-ORP-M-D1PGIZ
Lecture:
The aim of the course is to provide students with knowledge of the theory and practice of the free market economy. It is intended to enable students to identify the relationship between economic and social policies. This will enable them to better understand the processes they will encounter. In addition, it is necessary to familiarise students with the economic history of the 19th and 20th centuries so that they understand the fundamentals of economic processes. This will also allow them to acquire knowledge of the different economic types and models operating in the past and present. They will also gain knowledge that should allow them to assess the competitiveness of a given economy. Key during the course will be the demonstration of the interrelationships that exist between economic actions and the situation in the labour market, so that students will be able to evaluate the decisions taken in terms of their impact on the sphere of employment. Detailed topics of classes:
1. introductory classes, basic definitions of economic policy, the economy as the basis for the functioning of states, the genesis of the free market economy, employment policy as an element of economic policy.
2. economic policy actors, international, regional, national and local government, role of private actors in the economy.
3. Economic history between the First and Second World War, economic prosperity, economic crisis and its consequences, state interventionism, economy as one of the causes of the Second World War. Economic crises and their impact on the labour market. Employment policy models as a response to high levels of unemployment.
4 The search for an economic model - between the free market and central planning, dynamic economic development and the oil crisis, the development, crisis and collapse of centrally planned model economies. The very difficult situation on the labour market as a result of the collapse of centrally planned economies.
5. Economic transformation of Poland and other Central and Eastern European countries, economic debt, the Balcerowicz Plan and its social consequences, including on the labour market, restructuring of industry and agriculture.
6. economic growth and development, factors of growth and reasons for economic regress, neoclassical, endogenous and exogenous models of growth and regress and their influence on the labour market. Employment policy in different economic models.
7 Fiscal policy, government budget planning, budget deficit, fiscal policy, types of taxes, assessment of taxes in the economy. Fiscal policy and changes in the labour market.
8 Regional policy, economic models for dealing with regional disparities, cohesion policy, regional development management. Regional policy and its impact on local labour markets.
9 Trade policy, foreign trade surplus and deficit, role of customs duties and free trade zones, quality standards, role of the WTO.
10. agricultural policy, instruments of intervention, certification of products, strategic role of agriculture, production prices versus selling prices. Employment policy in agricultural areas and agriculture.
11. the EU single market, the four freedoms, EU economic policy, subsidiarity in economic decisions. European labour market.
12. Current economic situation in the world. Main factors influencing the state of individual economies and development forecasts. Analysis of global labour markets.
13. economic competitiveness, factors of growth and decline of economic competitiveness, short and long term competitiveness, indicators for assessing competitiveness, economic champions.
14. Economic planning, development strategies and forecasts, national, regional and global dimensions, verifiability of forecasts and implementation of strategic objectives. Forecasting changes on the labour market.
15. Summary of the course, relations between economic and employment policy. The labour market in 2030 and 2050 perspectives.
Exercises:
Exercises according to the rules will be aimed at deepening and discussing the knowledge provided in the lecture. Students will be given a text to analyse and questions to answer in class each time. In addition, practical didactic techniques such as oxford debate, film commentary and the preparation of statistical analyses will be used. The topics of the classes will be analogous to those of the lectures.

Upon completion of the lecture and exercise series, the student should have acquired the following skills:
KNOWLEDGE
- understand the basic laws applicable to economic policies implemented in a free market system; including employment policies
- know the basic theories explaining decision making in the economy;
-know the basic indicators describing the competitiveness of a given economy at regional, European and world level;
- to know the relationship between economic and employment policies; - to be familiar with the basic theories explaining economic decisions.
SKILLS
- be able to identify basic economic problems and assess their impact on the quality of life;
- is able to analyse the effects of economic policy decisions on the labour market situation;
- is able to analyse the relationship between economic and employment policies
- Be able to assess the impact of economic policy decisions on the labour market situation, including basic employment indicators.
SOCIAL COMPETENCES
- is able to analyse economic policy literature and draw conclusions;
- he/she is able to translate the knowledge obtained during the lecture into practice functioning in the free market economy;
- is able to use the knowledge gained in practice by verifying the content given.
Assessment criteria
Lecture: Oral exam. Drawing of two questions from the lectures or Written Examination - 10 questions to be developed.
Exercises: two written assignments in class.
