The aim of the course is to acquaint students with the processes of formulating and implementing housing policy and the associated issues, with a particular emphasis on their social aspects. These topics will be presented using examples from both Polish and international housing policies.
The seminar is intended to:
Provide the knowledge necessary to pass the course.
Familiarize the student with basic information regarding:
The origins of housing policy in Poland and its legal regulations.
The scope of housing policy in Poland, encompassing the responsibilities of the state and local government, including municipalities, in the context of spatial management and land use, municipality development strategies, local revitalization programs, management of municipal housing assets, meeting the housing needs of individuals in the most difficult financial and social situations, and obtaining financial resources for these activities.
Issues related to housing policy (social and public housing, management of municipal housing assets, rent levels in this housing stock, relationships between participants in the housing market and housing policy in the context of the housing needs of individuals with low to moderate incomes).
Housing policy in other European countries.
The following topics will be covered in the course:
The concept, definitions, and forms of housing; the social and individual significance of housing.
Approaches to the study of housing distinguished in housing studies.
International laws and documents related to housing.
The concept of housing policy, housing policy models/systems, housing policy objectives, and housing policy instruments.
Housing conditions in Poland. Housing issues.
The history of housing policy in Poland. Programs and strategies.
Implementation of housing policy in selected countries.
Course completion.

Upon completion of the seminar, students will achieve:
Knowledge that enables them to:
Enhance their understanding of the concepts of housing and housing policy, as well as the connections between these concepts and social policy (K_W01).
Familiarize themselves with the main subjects and instruments of housing policy (K_W02, K_W09).
Understand and describe the key economic and social factors that impact the formulation and implementation of housing policy (K_W09).
Skills that enable them to:
Explain the legal, organizational, and financial aspects related to housing (K_W09).
Describe the main principles of housing policy in Poland and selected European countries (K_W09, K_U01, K_U02, K_U03).
Attitudes that allow them to:
Recognize the connections between these processes and social and housing exclusion, spatial segregation, housing discrimination, and meeting the housing needs of individuals with low to moderate incomes (K_U01, K_U02, K_U03).
Perceive housing policy as a tool of social policy addressing the multidimensional aspects of social exclusion (K_U01, K_U02, K_U03).
Assessment criteria
Assessment Method: Written examination, group work with assigned texts in English, continuous assessment (ongoing preparation for classes and participation), continuous assessment of activity.
