Process of the public politics 2103-L-D2PROC
The class develops students' skills in analyzing selected sectoral public policies implemented in Poland. Upon completion of the course, students should identify in detail the criteria for evaluating public interventions undertaken at different levels of government. As a result of the course, students can distinguish the stages of public policies and know the problems associated with their implementation. Students learn how to plan and implement public policies and understand the methodological paradigms for studying them. The course will detail the principles and methods of advocacy in formulating and implementing public policies. Students are familiar with creating advocacy organizations to advocate for selected disadvantaged groups and try to influence the decision-makers in the various phases of the decision-making process. Students have knowledge of multiple instruments for influencing social policymakers appropriate to the phases of the public policy process.

Student(s) upon completion of the course:
1) has knowledge of the role and subject matter scope of national and local social policy actors of social policy institutions in the process of formulating and implementing public policies (K_W09);
2) can interpret social phenomena accurately, recognizing social problems, social issues, and social risks, and can identify their economic and socio-demographic conditions in the process of making public policies(K_U01);
3) can critically analyze social programs and social policy measures and apply various instruments of influence on the social policy maker, according to the phases of the public policy process (K_U02);
4) can plan and organize his work, as well as build an advocacy organization within its framework to cooperate actively with others in carrying out advocacy for selected disadvantaged groups (K_U09);
5) is ready to participate in the preparation of projects related to advocacy on behalf of selected disadvantaged groups, using the knowledge gained during the studies and being able to supplement it, including the use of expert support, as well as effectively cooperating with others (K_K02).
Assessment criteria
Terms and conditions for completing the course:
- attendance in class and preparation for class;
- participation in class discussions and workshop exercises;
- preparation of a mini-project in a team (teams of max. 4 persons) , i.e. a written work on the concept of advocacy implementation for selected de-favoured groups, including strategies for influencing decision-makers at different stages of the decision-making process: 70% of the final mark, class attendance and activity (implementation of advocacy tasks) - 30%.
The prerequisite for the successful completion of the seminar is attendance (one absence is possible during the semester) and active participation. In the case of exceeding the number of possible absences, it is necessary to pass the classes on the instructor's duty within two weeks after the absence. If a student is absent for more than four classes, he/she is not graded in the course. Failure to pass absences two and three also results in failing the course.
