(in Polish) Planowanie cywilne w zarządzaniu kryzysowym (spec. ZK) 2102-BW-M-Z3PCZK

The content of the course includes classes in the following thematic areas:
The course begins with an overview of the essence of civilian planning and its place in the crisis management cycle (prevention – preparation – response – reconstruction). The objectives of civil planning and its relationship with defence planning and operational planning are reconstructed.
In the part devoted to legal bases, the Crisis Management Act and new regulations on civil protection and civil defence, as well as strategic and directional documents (including in the context of the CER Directive on the resilience of critical entities) are analysed. The competences of government and local government administration bodies and the role of the Government Centre for Security are discussed.
The main block concerns the methodology of preparing crisis management planning documents: structure, safety net, risk and threat analysis, response procedures and rules for updating and reconciling documents. The reference point is the Crisis Management Act. The course ends with a team development and presentation of selected planning elements.
The student's own workload was related to 3 ECTS credits (approx. 75 hours in total), including participation in classes, reading literature and legal acts, preparing a project and participating in an exam.

Prerequisites (description)

A student taking part in the course should have in-depth knowledge in the field of security sciences, theory of internal security and the functioning of state institutions, gained from the subjects of second-cycle and first-cycle studies. The ability to independently analyse legal acts and strategic documents, work critically with scientific literature and readiness for project work is expected. Subjects from first-cycle studies are not required.

Learning outcomes

After completing the course, the student achieves the following subject learning outcomes (which are a development of the directional effects assigned to the course):
Knowledge (W)
1. K_W03: explains in depth the legal, organizational and procedural mechanisms of civil planning and reconstructs the principles of maintaining order and security in crisis situations.
2. K_W04: synthesizes knowledge about the organization, functioning and tasks of state institutions responsible for civil planning and crisis management at individual levels of administration.
3. K_W07: forecasts the directions of transformations of threats to the functioning of the state and society and explains their significance for the civil planning system.
Skills (U)
1. K_U02: conducts an in-depth, theoretically grounded analysis of crisis situations and threats to the individual, society and the state for the purposes of civil planning.
2. K_U04: constructs and formulates independent proposals for solutions and designs elements of a crisis management plan using modern information and communication techniques.
Social competence (K)
1. K_K01: decides on the priorities of actions aimed at counteracting threats to state and social structures and is responsible for maintaining law and order in the entrusted scope.

Assessment criteria

Formal conditions for passing:
1. Acceptable number of absences: a maximum of 2 unexcused absences per semester; the absence can be excused on the basis of sick leave or worked off in a form agreed with the Teacher.
2. Condition for passing the exam: obtaining a total of at least 51/100 points and achieving – at least at a minimum level – all learning outcomes assigned to the subject (each effect must be positively verified).
3. Independence and ethics: All credits must be prepared independently, respecting the principles of academic ethics and intellectual property protection (in accordance with Resolution No. 14 of the University Education Council of the University of Warsaw of 13 July 2020).
4. AI tools: Acceptable level of use of artificial intelligence (AI) tools: level 2 on a scale of 1–5 (AI can support searching and organizing information and language correction; it is not acceptable to generate substantive content of credit papers) – in accordance with Resolution No. 29/2025 of the Faculty of Education and Training Council of the University of Warsaw of 7 May 2025 and Resolution No. 98 of the University Council for Education of the University of Warsaw of 8 December 2023.

Methods of verification of the learning outcomes in question:
1. Oral exam (problem questions covering the content of the subject)
– Assigned learning outcomes: K_W03, K_W04, K_W07, K_U02
– Weight and point value: 50% of the final grade (maximum 50 points)
2. Project (development of a fragment of the crisis management plan / civilian plan) with the presentation and defense of the assumptions
– Assigned learning outcomes: K_U04, K_U02, K_K01
– Weight and point value: 40% of the final grade (maximum 40 points)
3. Analytical tasks carried out in classes (analysis of planning documents, moderated discussion)
– Assigned learning outcomes: K_K01, K_U02
– Weight and point value: 10% of the final grade (maximum 10 points)
TOTAL: all of the above effects – 100% / maximum 100 points.
Rating scale:
1. 0–50 points: grade 2.0 (unsatisfactory) – failure to achieve the minimum learning outcomes assigned to the subject.
2. 51–58 points: grade 3.0 (satisfactory) – minimal, reproducible fulfilment of all learning outcomes.
3. 59–65 points: grade 3.5 (sufficient plus) – correct mastery of knowledge and skills.
4. 66–74 points: grade 4.0 (good) – mastery of the effects at an average level in all dimensions.
5. 75–86 points: 4.5 (good plus) – high activity, above-average task performance, fluent use of literature.
6. 87–100 points: grade 5.0 (very good) – outstanding knowledge, skills, independence and originality in problem solving.
