Social security systems - international perspective 2100-PP-M-D3SZSP
The lecture (seminar) will focus on the legal and social aspects of social security from an international perspective. It is based on an analysis of law, subject literature, and case law.
The aim of the classes is to familiarize students with and interest them in the issues of international solutions to social security. During the classes, students will analyze the law, literature, and case law in the field of international regulations covering the most important issues related to social security.
The subject of the classes will also be the achievements of international and supranational organizations in the area of social security:
- International Labour Organisation (including ILO conventions and recommendations, development of ILO standards in the field of social security, ILO social security standards),
- Council of Europe (Council of Europe regulations in the field of social security – evolution and current legal status),
- European Union (including coordination of social security systems; conditions for acquiring the right to benefits and using health, sickness, nursing, unemployment, retirement, accident at work and occupational disease, family, maternity, death of breadwinner benefits for persons exercising the right to move within the EU).

INTERNATIONAL LABOUR ORGANISATION (ILO)
• ILO Conventions and Recommendations in the field of social security
• Development of MP standards in the field of social security, social insurance in the social security system;
• ILO social security standards adopted today, Social insurance system - legal analysis (concept of insurance risk, scope of legal protection);
• Organisation and financing, social insurance contribution (principles of determination, basis of assessment, amount), principles of social security systems;
• Conditions of acquisition and use of health, sickness, unemployment, retirement, accident at work and occupational diseases, family, maternity, death of breadwinner benefits;
COUNCIL OF EUROPE (COE)
• CoE regulations in the field of social security - evolution and current legal status;
• Organization, financing and principles of social security systems;
• Conditions for acquiring the right and using benefits in CoE regulations
EUROPEAN UNION (EU)
• Evolution of legal solutions concerning the freedom of movement of persons, Coordination of social security systems as a legal instrument of the freedom of movement of persons, Legal instruments of a harmonizing nature;
• Conditions for acquiring the right to benefits and using health, sickness, care benefits due to unemployment, retirement, in the event of an accident at work and occupational disease, family, maternity, due to the death of the breadwinner, persons exercising the right to move in the EU;
• Social assistance system (principles, subject scope, types of benefits, conditions for acquiring the right to benefits in international solutions;
• Social security in the activities of the ILO, COE and in EU regulations - comparative analysis. Conclusions for national legislation.
During the classes, legal, organizational and financial aspects will be analyzed within the framework of individual topics. Court judgments regarding the issues raised will be discussed, students will also solve legal cases and prepare presentations on the conclusions.

The student knows and understands the organization of the social security system, also in the international dimension, indicates and understands the legal acts regulating this sphere. The student masters knowledge of the functioning of the ILO, RE and EU in the subject area. .
K_W09 factors and conditions influencing the public policy process
The student knows the basic institutional and organizational structures of social security, including in the international dimension, understands the relations between them and the dynamics of their transformations.
The student indicates and distinguishes labor market institutions and entities, understands the connections between them and indicates the dependencies, is able to analyze their changes over time, including FGŚP, FP, PFRON. The student has knowledge of the basic institutions of labor law.
The student is able to:
K_U01 critically analyze the processes of creating and solving problems in the public sphere
The student is able to use knowledge of the subject for practical purposes to analyze and interpret social processes and phenomena occurring in the socio-economic environment;
The student is able to analyze legal regulations in the field of international social security. Has the skills to analyze statistical data, thematic studies, judgments and court decisions in this field After the course, the student is able to analyze and solve cases.
