1. Introduction to the public debate and decision-making processes
Public debate and the decision-making process. Types of decisions and decision-making situations. Stages of the decision-making process. Psychological effects accompanying the decision-making process. Strategies of decision-making. Categories of political decision-making analysis. Decision centers in public policy.
2. Heuristics and cognitive errors in the decision-making process.
Heuristics of making judgments. Errors and bad habits in decision-making. Emotions in the decision-making process. Emotional and rational decision-making. Types of decision makers.
3. Group decision-making. Divergent thinking and convergent thinking in decision-making processes. Selected methods to support the decision-making process (brainstorming, meta plan, etc.).
Problem solving vs. decision making. Force field analysis. Types of questions in the decision-making process. Groupthink syndrome. Brainstorming, nominal group technique, “devil's advocate” procedure, minority report. The role of experts in the public policy decision-making process.
4. Lateral thinking vs. decision-making processes.
The method of six hats
5. Public (political) decision-making processes. Ideology, doctrine, program. Impact of ideological orientations on public debate.
Categories of ideology, doctrine, political program. Impact of ideology on public debate and public decision-making.
6. Language and Politics. The role of language in public debate
Discourse and language in politics. The concept of public discourse and public debate. Criteria for evaluating the effectiveness and efficiency of public debate.
7. Rhetoric and eristics and public debate
The essence of rhetoric and eristic. Selected rhetorical means in public debate. Persuasion versus manipulation. Ways to defend against manipulation and unfair eristic means.
8. Storytelling and narratives in public debate
The role of narratives in the perception of reality, including public affairs. Defining situations through narratives. Storytelling and principles of effective narration. Ethical use of storytelling principles in public debate.
9. Analysis of public debate, analysis of public discourse.
The essence of discourse analysis, Discourse analysis as a method and as a research approach.
10. Preparation for participation in a debate on a selected area of public policy
Preparation for public speaking. Stress management. Preparation of argumentation and debating strategies. Principles of public speaking.
11. Oxford debate on a selected area of public policy
The debate involves two teams of 3-4 people (Proposition and Opposition). These teams - in accordance with strict rules and based on solid preparation - argue for or against the thesis.
12. TEST covering the mandatory literature for the class and other content covered in class
The plan is a framework and may be slightly modified during the semester. Certain topics may be merged, others may take up more than one class. The reading list may also be adjusted during the semester. Students will be informed of any changes well in advance.

Knowledge:
= The student knows and understands the mechanisms of decision-making, including public decisions (K_W08)
- Student knows and understands psychological, social and political factors and conditions affecting decision-making processes (K_W09)
- The student knows and understands the principles of social and political communication and marketing in the public sphere, as well as their impact on public debate and decision-making processes (K_W10)
Skills:
- The student is able to critically analyze the processes of solving problems in the public sphere by consciously shaping it through public debate and public decisions (K_U01)
- Student is able to strategically approach participation in public debate and public decision-making (K_U02)
- The student is able to use his/her knowledge to take part in a debate by assuming various roles in it, thanks to participation in an Oxford debate in class (K_U07)
- The student is able to interact with others as part of a task team assuming various roles in it, including team management skills, through teamwork in class, including, among others, team preparation and participation in a workshop debate on public policy (K_U09)
- The student is able to supplement and improve his/her knowledge and skills in the field of public policy as part of lifelong learning, as well as motivate others to undertake lifelong education, thanks to team preparation of tasks in class (K_U10).
Social competencies
- The student is ready to critically evaluate the public debate, as well as his/her participation in it, including recognizing the importance of scientific evidence and the role of experts in this debate and public decision-making processes (K_K01)
- The student is ready to inspire, initiate and participate in the process of creating and evaluating public policies at different scales and in different fields, including designing, presenting and implementing his/her own solutions based on analysis and experience, through participation in workshop work, including Oxford debates carried out in class (K_K02)
Summary
Student:
- can discuss the main concepts and theories of public debate and decision-making processes,
- has an in-depth knowledge of the role of communication in public debate and decision-making processes,
- has an in-depth knowledge of the principles of public debate and decision-making in public space,
- can analyze decisions related to programs implemented by public institutions,
- is able to analyze public debate;
- can identify interests and value systems in the decision-making process in an in-depth way;
- is able to interact in a group assuming various roles in it,
- is able to identify priorities for the realization of tasks set by him/herself or the group.
Assessment criteria
- attendance (2 absences are allowed without making up, in case of more than 2 absences but not more than 4 - each absence must be made up on duty within two weeks; in case of more than 4 absences - no credit for the course);
- preparation for classes (knowledge of literature for current classes, preparation for debates);
- activity and participation in workshop exercises;
- Preparation and participation (as a member of the Proposition or Opposition team) in Oxford debates;
- A positive evaluation of the knowledge test.
CONDITIONS FOR PASSING AN OXFORD DEBATE:
Member of the Opposition or Proposal team: diligent preparation for the debate and presentation of the arguments of the represented side.
Speaker (or secretary): preparation for and conduct of the debate.
