List of detailed issues
1. Introduction: The concept and essence of public policy. Related categories: power, government, politics and policy, public administration, public management, public governance. Public sphere and private sphere. Evolution of ways of practicing public policies. Crucial questions: why, what and who does, how and with what results it acts to solve public problems?
2. The process of creating public policy from a theoretical perspective and scientific research. Contribution of political and administrative sciences and other social disciplines (legal studies, economics, sociology, psychology, etc.). Main theoretical paradigms, trends and research approaches. The role of knowledge, expert and evaluation analyzes in shaping public policies.
3. The cycle of creating and implementing public policies: a) diagnosis and conceptualization of problems, setting the agenda; b) formulating policy, designing tools, selecting procedures; c) decision-making, selection of specific solutions; d) implementation of policies and decisions taken; e) monitoring and evaluation of a given policy according to the adopted criteria. The triangle of main actors: the state, market actors and citizens - their participation at individual stages of the process.
4. The specificity of creating and practicing public policy at four main levels: a) local and self-government (municipal, urban, regional); b) national (nation state, central authority); c) European (European Union and multi-level governance); d) global (global governance, global public policy).
5. Creating public policy in practice. The main problems and weaknesses of this process in Poland compared to the experiences of other highly developed Western countries. Historical, cultural and political conditions. Characteristics and specificity of the most important models of creating public policy on selected examples (e.g. USA, Great Britain, France, Germany, Scandinavian countries, Japan). Contemporary development trends: marketization of the political process, decentralization, the role of NGOs, etc.
6. Presentation and discussion around student mini-projects showing the creation of horizontal or sectoral public policies in selected areas (related to e.g. migration, family, education, health, science, natural environment, energy and climate, innovation, transport, agriculture, macroeconomic policies, urban, European).

Learning outcomes
After completing the course, students:
- know and understand the basic conditions, entities, instruments and methods of creating public policy in Poland and other selected countries around the world;
- distinguish the main phases in the process and cycle of creating and implementing specific public policies;
- are able to characterize the specificity of shaping and implementing public policy at four basic levels: local and regional, national, European (EU) and global;
- know and understand the differences and similarities between different models of creating public policy in various countries and regions of the world;
- are able to critically analyze the design, organization, monitoring and evaluation of detailed public policies in selected areas.
The classes will contribute to the implementation of the following learning outcomes specified in the study program.
The student knows and understands:
K_W02 - in-depth principles and methods of diagnosing and defining problems in the public sphere
K_W03 - in-depth shaping, strategic planning and implementation of the public policy process
K_W04 - in-depth diversified approaches to public policy (sectoral and horizontal; local, national, regional and supranational)
K_W06 - in-depth principles and methods of public policy evaluation
K_W09 - factors and conditions influencing the public policy process
Student is able to:
K_U02 - strategically design and organize the public policy process, including searching for innovative ways of implementing public policy tasks
K_U09 - cooperate with other people within a task team, assuming various roles, including team management skills
The student is ready to:
K_K02 - inspiring, initiating and participating in the process of creating and evaluating public policy on various scales and fields, including designing, presenting and implementing own solutions based on analysis and experience
K_K03 - correctly identifying and resolving dilemmas related to work in the area of public policy, both as scientific and practical activities; is ready to fulfill the role responsibly professional, including developing achievements in the field of public policy
K_K04 - ongoing monitoring of information on the economic, social and political situation affecting the public sphere, as well as updating knowledge in the area of public policy directly and indirectly related to his professional profile, including taking into account the changing socio-political, economic and institutional and legal circumstances - thus contributing to the development of the profession
Assessment criteria
The basis for passing the grade will be attendance at classes (only two absences per semester are possible), participation in discussions and preparation of individual mini-projects showing the process of creating public policy in a field selected and agreed with the teacher (oral presentation and written text of vol. approx. 10 thousand characters).
