Ethics in public sphere 2100-PP-M-D1EWSP
The course has been planned for 14 sessions divided into two blocks. The first block deals with general issues concerning the relationship between ethics and politics in general, and public policy in particular. The second block will contain a selection of public policies to explore the specific ethical dimension within each.
Introduction to the course: Presentation of assessment criteria and course programme. Introduction to the topic of ethics and politics.
BLOCK I: Ethics and Politics, or the Problem of "Dirty Hands"
Scandals in politics as manifestations of moral outrage and breaches of ethical norms. Discussion on the concept, content, and significance of the website 100aferpis.pl.
The problem of dirty hands: How can doing what is right be wrong? Discussion on Michael Walzer's text "Political Action: The Problem of Dirty Hands".
The seven deadly sins of Polish democracy. Discussion on Marek Safjan's text "The State and Ethical Values: Law and Politics".
Ethics in politics and the ethics of politicians. Discussion on Ewa Marciniak's text of the same title.
Two types of public policy ethics. Discussion on Andrei Poama's text "Application or Construction: Two Types of Public Policy Ethics".
Ethical concerns regarding hard and soft paternalism. Discussion on libertarian paternalism, or the architecture of choice and its ethics, based on a systematic review of the literature "Nudge in Perspective: A Systematic Literature Review on the Ethical Issues with Nudging".
BLOCK II: Mainly based on texts from The Routledge Handbook of Ethics and Public Policy
The ethics of political campaigns.
The ethics of security and policing.
The ethics of tax policy.
The ethics of anti-poverty policy.
The ethics of anti-corruption policy.
The ethics of educational policy.
Summary and evaluation of the course.
Topics may be modified to some extent during the year.

Assessment criteria
1 Attendance is compulsory. More than two absences require additional credit for missed topics. More than 6 absences are automatic failure of the course.
2. students will be given assignments related to specific texts.
3. students will participate in debates on the ethical policy dimensions of selected public policies.
Completion of each assignment will be assessed and a weighted sum of all assignment marks will be used to derive a grade.
