The aim of the course is to prepare students to understand and practically analyse the organisation of the state system for combating cybercrime. The course focuses on the structure, competences, cooperation mechanisms and basic procedures of institutions responsible for identifying, preventing, detecting and prosecuting offences committed through information systems, ICT systems and telecommunications networks.

Particular attention is paid to the Central Bureau for Combating Cybercrime as a specialised organisational unit of the Police operating throughout Poland. Students also analyse the roles of the prosecution service, courts, public security services, national and sectoral CSIRTs and other institutions involved in responding to cyber threats and cybercrime.

An important element of the course is distinguishing between cybersecurity incident response and criminal investigation. Students analyse national and international cooperation, exchange of information, preservation of digital evidence, cooperation with private entities and the protection of fundamental rights, personal data and legally protected information.

The course is primarily practice-oriented. Students prepare institutional and process maps, analyse jurisdiction and competences, work on case studies, participate in decision-making simulations and develop a team project concerning the institutional response to a selected cybercrime scenario.

Prerequisites (description)

Students should possess basic knowledge of the internal security system of the Republic of Poland, public administration, criminal law and the functioning of the Police and other state security institutions. They should understand basic concepts relating to cybersecurity, cybercrime, ICT systems and information protection. Students should be able to analyse legal acts, strategic documents, organisational structures and case descriptions, use reliable information sources and formulate conclusions and recommendations. Specialist IT knowledge or programming skills are not required.

Learning outcomes

Knowledge – the student knows and understands

K_W03 – identifies and explains the fundamental problems and challenges associated with cybercrime, its evolving forms, transnational nature and consequences for citizens, institutions and the state.

K_W04 – characterises the structure, competences, operating principles and cooperation mechanisms of institutions involved in preventing, identifying, detecting and combating cybercrime.

K_W06 – explains the role of the Police, the Central Bureau for Combating Cybercrime, prosecution services, courts, relevant state services and entities of the National Cybersecurity System within the institutional system of the state.

K_W07 – analyses contemporary cybercrime threats, their evolution, potential consequences and institutional, legal, organisational and technical countermeasures.

Skills – the student is able to

K_U02 – cooperate within a team analysing a cybercrime case, allocate tasks and contribute to a common solution.

K_U03 – make and justify decisions concerning the selection of competent institutions, procedures, reporting channels and response options.

K_U04 – apply knowledge of institutions and procedures to prepare a competence map, cooperation plan, case analysis and recommendations concerning the response to cybercrime.

Social competences – the student is ready to

K_K03 – perform tasks concerning cybercrime analysis in a professional, responsible and ethical manner, taking into account human rights, personal data protection, legally protected information and the integrity of evidence.

Assessment criteria

Attendance is mandatory. A maximum of two absences is allowed for full-time students and one class meeting for part-time students.

The final grade consists of:

Knowledge test –55 points, verifying K_W03, K_W04, K_W06 and K_W07.
Team practical project – 45 points, verifying all learning outcomes.

To pass the course, students must obtain at least 51 out of 100 points, obtain at least 50% of the test points, submit the project, participate in the individual defence and demonstrate the minimum achievement of every learning outcome.

Use of artificial intelligence: AIAS Level 1 applies to the knowledge test. AIAS Level 4 applies to the project and practical assignments. Any use of AI must be disclosed, critically evaluated and verified against independent sources.
