Dynamics of the EU policies 4003-203DPUE
The aim of the classes is to consolidate and extend the Master of European Studies students’ knowledge concerning the European Union policies based on selected examples and to develop the students’ analysis and evaluation skills of these policies, including the public policy legacy. The classes are interactive and require the students’ presence and active participation.
Detailed course objectives:
1. Getting the students familiar with the conceptual framework, theoretical foundation and the public policy methodology.
2. Familiarizing the students with different stages of the public policy process, including agenda setting, formulating, implementing and evaluating policies.
3. Characterizing EU policies and their systematization.
4. Presenting the dynamics of selected EU policies with reference to the public policy.
5. Developing the students’ skills in the area of in-depth analysis and evaluation of selected policies, with the use of public policy.
6. Increasing the students’ interest in the EU policy issues.
Draft agenda of the course:
1. Organizational class
2. Public policy – introduction (conceptual framework, theoretical foundation and methodology).
3. Public policy – stages of public policy process (setting the agenda, formulating the policy, implementing the policy and evaluating the policy).
4. EU policies – introduction and systematizing.
5. EU policies – genesis, legal basis, goals and assumptions, tools and mechanisms, actors (stakeholders), functioning: evolution, current state and future prospects.
6. Overview of the selected EU policies with the use of public policy – case studies
Students’ workload:
Total – 120 hours, including:
1. Seminar – 30 hours.
2. Preparation for the seminar – 30 hours.
3. Preparation for the final test – 20 hours.
4. Preparation for the individual/group project (presentation + written report) – 40 hours.

A reading list concerning selected EU policies will be recommended to the students by the lecturer during the classes. In order to prepare for the classes and pass the course, the students will need to regularly browse the websites of EU institutions, European Union Portal or Eurostat as well as other local and foreign publication repositories (including English science journals) and statistical data, as well as media sources.
