International cultural relations 2105-M-D1MSKU
The course is devoted to the detailed study of the institutionalisation of international cultural relations in the European and global dimension. The course analyzes in depth the activities of UNESCO, the Council of Europe and the European Union in the sphere of culture, as well as the role of culture in the foreign policy of countries and the issues of cultural diplomacy.The activities within each block focus on the history and present status of a single work of art/cultural artifact/cultural phenomenon and place it in the context of the discussed issues.
Participants will explore institutional forms of international cultural relations in the European and global context. Students will investigate UNESCO, Council of Europe and European Union activities in the domain of culture. The protection of cultural heritage and international movement of cultural goods will be will explore in detail.
Participants will analyse cultural diplomacy issues, that is, the role of culture in countries' foreign affairs, which is another aspect of international cultural relations.
Students will learn about Poland's contribution to international cultural relations in general, and about its commitment to international organisations' activities. The looses and the restitution of Polish cultural goods after WWII in arew also the issues covered. The students will also be introduced to selected aspects of Polish cultural diplomacy.

3. Institutionalisation of international cultural relations – introduction and history.
4. Institutionalisation of international cultural relations in the global dimmension. UNESCO and its activities in field of culture.
5. Protection of cultural goods during military conflicts. The restitution of cultural goods looted and transferred during and due to WWII. Types of claims of recovery of cultural property. International trade in cultural goods – general aspects.
6. Institutionalisation of international cultural relations in Europe. The Council of Europe: its activities in field of culture and conventions. European Charter of Regional or Minority Languages.
7. The place and role of culture in the European Union. EU cultural policy – historical overview. EU flagship initiatives in the domain of culture: European Cultural Capitals, European cultural awards, European Heritage Label and Europeana. Culture in other EU programmes and funds.
8. Foreign cultural policy, cultural and public diplomacy, nation branding through culture – theory and case studies.

Learning outcomes
After the course student:
- knows the main concepts and terms used in the theory of international cultural relations;
- understands the place and the role of culture in the international relations in global, regional and bilateral context;
- identifies and describe the main activities of the international institutions acting in the field of culture;
- identifies and understand the main documents concerning the international cultural relations;
- understands the main concepts related to the protection of cultural goods in armed conflicts and and challenges related to claims and restitution of cultural goods and is familiar with the most important legal acts of international law and other important international "soft law" documents in this field;
- know main aspects of activities of Council of Europe and European Union in the field of culture;
- understand the role of culture in foreign policy of European and non-European countries.
- knows and understands the concepts of cultural diplomacy, public diplomacy and national branding through culture
- is able to inscribe current and past events in the field of international cultural relations in various contexts of international relations.
Assessment criteria
- a seminar with elements of an introductory lecture;
- case study analysis with the use of terminology and concepts gradually introduced during the course;
- work in smaller teams to collect and critically develop source materials and literature on the subject as part of the prepared speeches;
- speeches/presentation and group discussion on the theses presented.
- individual activation of students through constant referring to current events related to the issues of the classes and their analysis, and through referring to their individual experience, knowledge gained and independent reading,
- analysis of various types of sources of information on MSK.
The assessment consists of three parts: attendance and activity, preparation and presentation of the paper. The student's activity in the classroom and knowledge of the discussed readings, the student's involvement in the preparation of the speech, its level of content and manner of presentation, the evaluation of the short written work are all subject to notation and evaluation. The assessment is subject to attendance at the classes (two unjustified allowed).
